<p><strong>Objectives</strong></p> <ul> <li>The M&E persons will work with the program team and field implementation support officers to achieve three key objectives:</li> </ul> <ul> <li>Manage the state-level implementation of the MERL framework and ensure data integrity.</li> <li>Provide real-time data insights to support programmatic decisions and modifications.</li> <li>Strengthen routine reporting and build data use capacity in facilities and among field staff.</li> </ul> <p><strong>Roles and Responsibilities</strong></p> <p>The M&E focal persons will be responsible for the following activities:</p> <p><strong>Data Collection and Analysis</strong></p> <ul> <li>Manage deployment of data collection tools quantitative and qualitative across facilities.</li> <li>Collaborate with implementation officers and LGA focal persons for routine data collection.</li> <li>Clean and validate service delivery and other relevant data in ODK, Excel, DHIS2, etc.</li> </ul> <p><strong>Performance Monitoring</strong></p> <ul> <li>Track progress of KPIs and outcomes e.g., mCPR, PAC uptake against baselines and targets.</li> <li>Generate monthly dashboard reports for use in management meetings and adaptation planning.</li> <li>Attend and present state-level data in regular technical review meetings.</li> </ul> <p><strong>Capacity Building and Support</strong></p> <ul> <li>Train and mentor facility data focal persons, program officers, and enumerators on data tools/protocols.</li> <li>Develop and execute corrective action plans for data quality concerns arising from field reviews.</li> </ul> <p><strong>Reporting and Documentation</strong></p> <ul> <li>Prepare regular state reports on the program indicators, progress, and outcomes.</li> <li>Contribute to the development of comprehensive project reports.</li> <li>Ensure timely and accurate reporting to internal and external stakeholders.</li> </ul> <p><strong>Deliverables include:</strong></p> <ul> <li>Regular performance reports and dashboard summaries.</li> <li>Data quality assurance reports with validation findings and resolution actions.</li> <li>Endline and final data reports with trend analyses and disaggregation summaries.</li> </ul> <p><strong>Required skills and competencies</strong></p> <ul> <li>Compelling evidence of interest in and commitment to the mission of SCIDaR.</li> <li>Familiarity with data collection platforms such as ODK, KoboToolbox, SurveyCTO, REDCap, etc.</li> <li>Strong presentation/reporting skills for translating analysis into usable insights.</li> <li>Good understanding of result-based management principles, including setting SMART objectives, tracking progress against indicators, and conducting evaluations to assess program effectiveness and impact.</li> <li>Computer usage skills with proficiency in Microsoft® Word, Excel, and PowerPoint. </li> <li>Strong data collection and analytical skills with proficiency in at least one of STATA, SPSS, R, and/or Excel advanced functions.</li> <li>Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace. </li> <li>Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.</li> <li>Strong interpersonal skills to build relationships, facilitate discussions, and manage stakeholder expectations.</li> <li>Strong analytical and problem-solving skills and an ability to think critically, apply logical reasoning, and propose data-driven recommendations for program improvements.</li> </ul> <p><strong>Education and Experience</strong></p> <ul> <li>Academic training: A Bachelor’s degree in Statistics, Epidemiology, Public Health, Data Science, or a related field Master’s preferred</li> </ul> <p>Experience:</p> <ul> <li>3-5 years of M&E experience in a health or development context</li> <li>Experience with different data collection methods surveys, interviews, focus groups and proficiency in data analysis software Excel, SPSS, or qualitative analysis tools</li> <li>Experience with DHIS2 and LMIS is highly desirable.</li> </ul>
